Urges the City and County of Honolulu and homeless service organizations to provide and maintain portable toilets in downtown Honolulu, including Kakaako and Chinatown.

Cites the large homeless population in downtown Honolulu and the shortage of public restroom access at business establishments as primary concerns.

References Act 84 (2004), as amended by Acts 77 (2008) and 75 (2010), which established penalties for public urination and defecation in downtown Honolulu through December 31, 2014.

States that lack of restroom facilities creates sanitation and public health problems, discourages business patronage, harms tourism, and damages Hawaii's image.

Directs certified copies of the resolution to be transmitted to the Mayor of Honolulu, the Director of Human Services, and homeless service organizations, and the Hawaii Interagency Council on Homelessness.
