Notes Japan is the only G8 industrialized nation that has not ratified the treaty, which as of March 2013 has been signed by 89 UN member states.

Cites approximately 160,000 foreign parents separated or divorced from Japanese spouses unable to access their children in Japan, with 100 ongoing U.S. cases involving 140 American children as of January 2011.

States there are no Japanese laws requiring return of wrongfully abducted children and no successful custody resolutions through Japanese courts for foreign parents.

Directs transmission of certified copies to the U.S. Secretary of State, U.S. Attorney General, Japanese government officials, and Hawaii state and county officials.
