Requests the Legislative Auditor to study revenue generation opportunities through alternate uses of state-owned land at the Oahu Community Correctional Center site.

Directs the Auditor to review and evaluate alternative development options for the commercially zoned property to determine its highest and best use.

Requires the Auditor to identify potential revenues, costs, and expected issues from converting the correctional facility property to alternate revenue-generating activities.

Mandates submission of audit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2014 Regular Session convening.

Transmits certified copies of the resolution to the Director of Public Safety and the Acting Auditor.
