Request the Honolulu Authority for Rapid Transportation to conduct a feasibility study for a rapid transit line connecting East Kapolei to Makaha along the Leeward Coast

Study must include analysis of current traffic conditions on Hawaii Route 93, which is at maximum capacity during rush hours and the only road connecting Leeward Coast communities to H-1 freeway

Proposed rapid transit line would include stations at Makaha, Waianae, Maili, Nanakuli, and East Kapolei, with options for aboveground or underground construction

Study must evaluate feasibility, cost, environmental impact, public opinion, cost-benefit analysis, construction timeline, and effects on Hawaiian cultural sites and burial sites

Preliminary findings and recommendations due to Legislature by July 1, 2014, with detailed findings due by July 1, 2015
