Department of Human Services directed to conduct a study on Hawaii's Medicaid program compliance with the Patient Protection and Affordable Care Act of 2010.

Study must include a compliance timeline covering fiscal years 2012-2013, 2013-2014, and 2014-2015.

Department must submit comprehensive reports with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the Regular Sessions of 2014, 2015, 2016, and 2017.

Resolution notes that fraud, abuse, and waste in state Medicaid programs cost an estimated $18,000,000 per year and that Hawaii's Medicaid enrollment reached approximately 290,496 members by the end of fiscal year 2012.

Directs focus on post-payment reviews to identify payment errors and recoup overpayments as required by the Affordable Care Act.
