Requests the Department of Human Services to study compliance with federal and state regulatory requirements for Medicaid nursing facility level of care clients enrolled in the QUEST Expanded Access (QExA) Program across all care settings.

Requires the study to examine compliance with the Balanced Budget Act of 1997 (42 C.F.R. Part 438), QExA contracts, Med-QUEST Division Quality Strategy and Standards, and state regulations.

Directs the study to assess whether certified nursing level of care clients receive proper notification of and protection for their rights regarding complaints, grievances, and appeals in community-based settings including private homes, case management agencies, foster care homes, residential care homes, and assisted living facilities.

Requires review of case management agency contracts, QExA provider compliance with 24-hour care requirements, and Community Ties of America's compliance monitoring processes for nursing facility level of care clients.

Requires submission of the study report with findings, recommendations, and any necessary implementing legislation to the Legislature no later than 20 days prior to the 2014 Regular Session.
