Request the Director of Health to reconvene the Clean and Sober Homes and Halfway Houses Task Force that was originally established in 2012 in response to the Justice Reinvestment Initiative.

Task force membership should include representatives from the Senate, House of Representatives, Judiciary, Attorney General, Department of Health, Department of Human Services, Department of Public Safety, Hawaii Paroling Authority, county planning departments, homeless advocates, and clean and sober homes and halfway house providers.

Task force must address seven outstanding issues including clarifying definitions of "registration" and "monitoring," determining appropriate statutory sections for definitions, clarifying the voluntary registry function, and identifying which agency should handle complaints.

Task force must develop a budget for voluntary registry startup and operating costs, establish criteria for registry policies and procedures, and assess the financial impact of registration and monitoring requirements on residents with limited resources.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the 2014 Regular Session.
