Urges the Hawaii Teacher Standards Board to establish a program to select and evaluate professional development activities for teachers.

Requests the Board adopt rules governing procedures and criteria for selecting and periodically evaluating professional development activities and their contractors.

Recognizes that professional development and continuing education access improves teacher quality and classroom learning outcomes.

Notes the Board's existing authority to conduct professional development activities related to its standards, but currently does not select continuing teacher education programs.

Requires copies of the resolution be transmitted to the Executive Director and Chairperson of the Hawaii Teacher Standards Board and the Superintendent of Education.
