Requests the Chief Justice of the Supreme Court to convene a task force on child support responsibility to examine issues where obligor parents face financial harm from improper assignment of financial responsibilities by custodial parents without notice or consent and beyond the terms of child support orders.

Task force shall identify specific problems, gauge prevalence, and quantify social and financial consequences of obligor parents being improperly assigned financial obligations that exceed child support order terms.

Task force shall develop solutions including recommendations to ensure child support orders allow custodial parents to meet obligations, encourage seeking modification of orders when needed, increase enforcement against improper assignment of responsibilities, expand non-litigious remedies, and improve creditor verification of financial responsibility.

Task force membership to include representatives from the family court, Child Support Enforcement Agency, Hawaii State Bar Association Family Law Section, Department of Commerce and Consumer Affairs, and other individuals deemed appropriate by the Chief Justice.

Task force must report findings and recommendations, including proposed legislation, to the Legislature no later than twenty days before the 2014 Regular Session convenes.
