Requests the Public Utilities Commission submit a report to the Legislature no later than 20 days before the 2014 Regular Session convening examining potential adoption of a clean energy standard based on lifecycle greenhouse gas emissions.

Directs the report to examine providing renewable energy preferences to resources that reduce or eliminate fossil fuel use in generation and reduce energy transmission volatility.

Directs the report to examine developing a clean energy standard that awards renewable energy credits to producers based on lifecycle greenhouse gas emissions rather than the current renewable portfolio standard approach.

Directs the report to examine whether a clean energy standard could replace the current renewable portfolio standard as a more cost-effective mechanism for achieving clean energy goals.

Notes that a lifecycle greenhouse gas emissions-weighted clean energy standard is estimated to be up to 90 percent more cost effective than the current renewable portfolio standard in achieving clean energy goals.
