Request the Office of the Auditor to conduct a management and financial audit of the Glass Advance Deposit Fee Special Account in the Environmental Management Fund for fiscal year 2012-2013.

Audit is intended to determine whether proposed increases to the Glass Advance Deposit Fee (from 1.5 cents to 3 cents per container ≤12 ounces or 6 cents per container >12 ounces) are justified and necessary.

Prior audit of the Deposit Beverage Container Fund found susceptibility to fraud, potential inefficiencies, and unreliable redemption reporting rates that could justify improper fee increases.

Auditor must report findings and recommendations to the Legislature no later than 20 days before the 2014 Regular Session convenes.

Certified copies of the resolution shall be transmitted to the Acting Auditor, Director of Health, and environmental management directors of all four counties.
