Requests the Department of Accounting and General Services to establish a task force to study and recommend the creation of a state-administered crowdfunding program for capital improvement projects.

Task force must consider creation of a state-operated crowdfunding website allowing public donations directly toward state capital improvement projects, including project eligibility criteria and participant registration methods.

Task force must evaluate funding mechanisms for administrative costs, compliance with federal securities laws, public progress monitoring systems, and other relevant factors for program implementation.

Task force membership must include the Comptroller, Director of Finance, Director of Business Economic Development and Tourism, Attorney General, designated legislators from both chambers, and the Chief Information Officer.

Department must submit recommendations to the Legislature no later than twenty days before the 2014 Regular Session convenes, with the task force to be dissolved on June 30, 2014.
