Urges the Department of Health to convene a task force by December 31, 2015 to establish a statewide stroke system of care including a statewide stroke database and registry.

Task force membership shall include the Director of Health, county Emergency Medical Services Directors, a Neurotrauma Advisory Board representative, American Heart/Stroke Association representative, one House member, one Senate member, and three healthcare industry representatives.

Task force requested to examine barriers to stroke care, review national models and best practices, ensure Neighbor Island needs are addressed, and develop uniform pre-hospital stroke assessment protocols.

Task force must establish a statewide stroke database and registry using standardized measures consistent with nationally-recognized guidelines such as American Heart Association's "Get With The Guidelines-Stroke" program.

Task force required to submit an initial report by December 31, 2013 and a final report no later than 20 days before the 2015 regular legislative session, including findings, recommendations, proposed legislation, and funding levels.
