Expresses legislative support for federal funding to finance a comprehensive feasibility study evaluating the establishment of a commercial space launch and control facility in Hawaii.

Identifies Hawaii's mid-Pacific location, near-equatorial position, telecommunications infrastructure, aerospace expertise, and Asia-Pacific ties as strategic assets for space launch operations with reduced air constraints compared to other U.S. sites.

Proposes the feasibility study assess economic viability, technical feasibility, international partnership opportunities, environmental sensitivity, public engagement potential, and Hawaii's role as a global leader in commercial space activities.

Directs transmission of certified resolution copies to Hawaii's congressional delegation, U.S. Pacific Command, NASA, FAA, the Governor, state education and business development officials, and the Office of Hawaiian Affairs.

Commits the Legislature to collaborate with the gubernatorial administration, local industry, and research institutions to encourage and promote federal support for the feasibility study.
