Requests the Department of Accounting and General Services to develop a plan to repair and maintain the reflecting pools surrounding the State Capitol building.

Requires the State Historic Preservation Division of the Department of Land and Natural Resources to cooperate in developing the repair plan.

Directs both departments to seek required approvals from the City and County of Honolulu's Department of Planning and Permitting, the National Register of Historic Places, and other appropriate agencies before implementing repairs.

Requires the Department of Accounting and General Services to implement the plan once approvals are obtained, with both departments reporting progress to the Legislature no later than twenty days before each regular legislative session until repairs are complete.

Notes that the waterproof membrane under the pools has not been replaced since the Capitol building opened on March 16, 1969, and that water leakage threatens the underlying chamber level and building systems.
