Requests the Department of Land and Natural Resources establish a Task Force to study and recommend actions on reusing R-1 recycled water for agricultural purposes in Central Oahu.

Task Force must examine feasibility of increasing R-1 water availability, methods to pump and transport water while maintaining R-1 designation, and optimal locations for distribution in Central Oahu.

Task Force directed to evaluate a pilot program using recycled water from the U.S. Army Schofield Barracks Wastewater Treatment Plant for agriculture, with potential for statewide expansion to other treatment plants.

Task Force must develop strategies to increase public awareness about safety and benefits of R-1 water for agricultural use.

Department of Land and Natural Resources must submit Task Force recommendations and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session, with the Task Force dissolved by June 30, 2014.
