Request for the Department of Agriculture to create and oversee an Agricultural Theft Task Force to address ongoing theft of agricultural equipment, supplies, and products in Hawaii.

Task Force directed to design a proposed Agricultural Theft Awareness and Prevention Program for submission to the Legislature, considering components such as an Internet-based communication system for reporting suspected theft, standardized electronic crime reporting forms, and training for agricultural workers in communication technology.

Task Force membership to include the Directors of Agriculture, Public Safety, and Finance; the Attorney General; relevant legislative committee chairs; and representatives from county police departments.

Task Force required to submit proposed program and any legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes, with the task force to be dissolved on June 30, 2014.

Program components to consider include increased law enforcement patrols, navigational devices for officers, language training for both law enforcement and agricultural workers, public service announcements about agricultural crime penalties, and engagement of private entities for program implementation.
