Urges Congress to treat inter-island air travel in Hawaii as a special case and allow the State to regulate the industry for efficiency purposes.

Notes that Hawaii residents depend on inter-island air transportation as the only efficient way to travel between islands and many rely on it for their livelihood.

Identifies limited competition in inter-island air services, resulting in monopolistic market conditions with high rates, limited routes, and frequent sold-out flights.

Explains that the federal Airline Deregulation Act of 1978 preempts state regulation of interstate air transportation, and inter-island flights are classified as interstate despite occurring wholly within Hawaii.

Directs transmission of certified copies to the President, Congressional leadership, and Hawaii's Congressional Delegation.
