Commends the 27th Infantry Regiment Wolfhounds and Master Sergeant Hugh O'Reilly for their charitable work supporting the Holy Family Home orphanage in Osaka, Japan, beginning in 1949.

Recognizes that soldiers of the Wolfhounds regiment donated $143 on New Year's Day 1950, then collectively raised $10,400 by June 1951 to repair and improve the orphanage facility.

Acknowledges the Sisters of Charity of St. Vincent de Paul for operating the Holy Family Home to care for Japanese orphans following World War II.

Notes that the Wolfhounds established traditions beginning in 1957 of inviting orphans to visit Hawaii and sending soldiers to the orphanage each Christmas as "Father Christmas" to distribute gifts, continuing to the present day.
