Recognizes that fundraising raffles conducted by charitable organizations should be permitted as an effective fundraising method.

Requests the Attorney General examine the possibility of permitting raffles by charitable organizations and make recommendations for necessary legislation, ordinances, or administrative rules.

Acknowledges that current state law prohibits raffles when money is charged for tickets but allows raffles with free tickets distributed at paid fundraising events.

Notes that charitable organizations lack adequate funding and that stand-alone raffles would be more practical than requiring raffles within larger fundraising events.

Reaffirms that the House does not support gambling, betting, or lotteries while directing certified copies be sent to the Governor and county Mayors.
