Requests the Comptroller to establish a task force to study Hawaii's state procurement code (Chapter 103D) and identify amendments to increase economy, efficiency, effectiveness, and impartiality in public works construction procurement.

Task force shall examine the impact of the 2002 Okada Trucking Co., Ltd. v. Board of Water Supply decision on bid protests and cost impacts, particularly regarding subcontractor listing requirements and contractor licensing issues.

Task force membership to include representatives from State Procurement Office, University of Hawaii, Department of Education, Office of Hawaiian Affairs, Department of Transportation, county procurement departments, water supply boards, transit agencies, and construction industry associations (11 entities total).

Task force must propose amendments to reduce bid protests, determine whether administrative rules align with legislative intent regarding contractor classifications, and submit findings and recommendations to the Legislature by November 19, 2014 for the 2015 regular session.

Task force shall be dissolved on June 30, 2015; members serve without compensation but may be reimbursed for expenses.
