Requests state agencies including the Department of Health, Department of Human Services, Department of Public Safety, Department of Commerce and Consumer Affairs, State Board of Nursing, and Disability and Communication Access Board to identify barriers in their statutes and administrative rules that restrict Advanced Practice Registered Nurses from practicing to the full extent of their education and training.

Directs these agencies to work with the Department of the Attorney General to identify barriers and propose amendments to remove restrictions on Advanced Practice Registered Nurse scope of practice.

Requires state agencies to submit their findings and recommendations, including any proposed legislation, to the Department of the Attorney General by September 1, 2013.

Requires the Department of the Attorney General to transmit a draft report to the Legislative Reference Bureau by November 1, 2013, and the Legislative Reference Bureau to submit a final report to the Legislature no later than twenty days before the 2014 Regular Session convenes.

Addresses Hawaii's physician shortage and aims to increase access to quality, cost-effective care by aligning state statutes and rules with recent legislation recognizing Advanced Practice Registered Nurses as primary care providers.
