Encourages the 113th United States Congress to enact federal legislation modernizing the Toxic Substances Control Act of 1976 to strengthen chemical management and protection of public health.

Calls for reforms requiring chemical manufacturers to prove existing and new chemicals are safe, provide essential health and safety information, and establish standards protecting vulnerable populations including children and developing fetuses.

Requests immediate action to reduce or eliminate harmful chemicals including persistent, bioaccumulative and toxic chemicals widely exposed to the public.

Demands preservation of state and tribal government authority to operate chemical management programs more protective than federal standards, and fast-track approval of demonstrably safer chemical alternatives while investing in green chemistry research.

Directs certified copies be sent to the President, congressional leadership, Environmental Protection Agency Administrator, and Hawaii's congressional delegation.
