Requests United States Congress to lift the ban on private funding of abortions at military bases and allow servicewomen to access safe abortion services at military medical facilities.

Asks Congress to amend 10 U.S.C. § 1093(a) to permit Department of Defense funds for abortions in cases of rape or incest, expanding current law that only allows funding when the mother's life is endangered.

Highlights that over 365,000 women serve in the U.S. Armed Forces with more than 100,000 stationed overseas, who currently lack access to safe abortion services and are forced to seek procedures at potentially substandard foreign facilities.

Asserts the current ban discriminates against servicewomen, poses grave health risks, and violates principles of basic fairness by denying military women the same reproductive health care access as civilians.

Directs transmission of the resolution to the U.S. Senate Majority Leader, House Speaker, and Hawaii's congressional delegation.
