Requests the Federal Aviation Administration and United States Marine Corps to institute policies immediately to strictly adhere to FAA aircraft noise guidelines at Marine Corps Base Hawaii in Kaneohe Bay.

Directs the FAA, Marine Corps, Hawaii Department of Health, and Hawaii Department of Transportation to work with community groups to establish more stringent aircraft operating procedures and air traffic patterns to reduce noise impacts on nearby communities.

Cites documented health and quality of life impacts from military aircraft noise, including sleep loss and increased mental stress, as well as interference with enjoyment of Hawaii's natural and recreational resources.

Recognizes citizens' constitutional right to quiet enjoyment of their homes and notes that community opposition to military aircraft activity demonstrates the need for noise mitigation action.

Requires certified copies of the resolution be sent to the FAA Western-Pacific Region, Marine Corps Base Hawaii Commanding Officer, Hawaii Director of Health, and Hawaii Director of Transportation.
