H.R. 46 - Commending the Civil Air Patrol

• Recognizes the Civil Air Patrol's founding on December 1, 1941, congressional charter in 1948 as the official auxiliary of the United States Air Force, and three main missions: aerospace education, cadet programs, and emergency services.

• Acknowledges the Hawaii Wing's formation in 1948 under Colonel Benjamin F. Dillingham Jr. with 200 members, now grown to approximately 600 members across 9 squadrons and flights.

• Highlights specific emergency response contributions including 25-30 annual search and rescue missions with the Coast Guard, damage assessment after Hurricane Iniki, tsunami warning broadcasts in 2012, and wildfire monitoring during the 2012 Hikimoe Ridge fire on Kauai.

• Recognizes over 60 years of service providing guidance, assistance, training in homeland security, disaster response, citizen development, and aerospace education throughout Hawaii.
