Urges public facilities including shopping centers, universities, and government facilities to establish secure bicycle parking areas with locked facilities, guards, and other safeguarding measures.

Encourages condominiums to include or add secured bicycle parking when renovating parking facilities.

Requests state and counties consider requiring secured bicycle parking in future building code versions and facility designs.

Notes that during 2010 Honolulu had 313,214 registered bicycles (approximately one per three people) and over 1,000 bicycles were stolen on Oahu in 2011, highlighting security concerns with existing bicycle racks.

Directs copies of the resolution to the Governor, University of Hawaii presidents, county mayors, planning directors, and Commerce and Consumer Affairs Director for distribution to shopping centers and condominium associations.
