Urges the Public Utilities Commission to establish reduced electricity tariffs for persons engaged in aquaculture, aquaponics, and agriculture to purchase renewable energy that utilities would otherwise curtail during off-peak hours.

Identifies that approximately 90 percent of food consumed in Hawaii is imported and that rising electricity rates adversely affect agricultural producers.

Notes that Hawaii's electric utilities significantly curtail renewable energy use during off-peak hours, resulting in excess energy production that could be redirected to agricultural uses.

Requests the Public Utilities Commission submit a report on the establishment of reduced tariffs to the Legislature no later than twenty days prior to the 2014 Regular Session.

Lists multiple recipients for certified copies of the resolution including the Public Utilities Commission, Hawaii's electric utility companies, the Board of Agriculture, and agricultural industry organizations.
