Notes that current War on Drugs policy has unnecessarily criminalized hemp production for non-medicinal uses including clothing, food, and construction materials

Committee on Consumer Protection & Commerce recommends adoption of the resolution based on testimony from University of Hawaii, ACLU, agricultural organizations, and concerned individuals
