Urges the Board of Trustees of the Hawaii Employer-Union Health Benefits Trust Fund to pay TRICARE Reserve Select premiums for eligible state and county employees who are National Guard and Reserves members.

Applies to employees who decline coverage through the Hawaii Employer-Union Health Benefits Trust Fund and instead opt for TRICARE Reserve Select coverage.

Notes that TRICARE Reserve Select monthly premiums are considerably lower than Hawaii Employer-Union Health Benefits Trust Fund premiums, creating potential cost savings for the trust fund.

Proposes that offering to pay TRICARE premiums may encourage more eligible employees to choose TRICARE Reserve Select, resulting in significant savings since the trust fund would not pay employer contributions for those employees.

Directs that certified copies be transmitted to the Director of Finance and the Board Chairperson of the Hawaii Employer-Union Health Benefits Trust Fund for distribution to all board members.
