Honors James "Jim" P. Lally for his career in technology at TRW, Hewlett-Packard, Intel, and Kleiner Perkins Caufield & Byers, and his current community involvement in Hawaii.

Commends The Waialeale Project, a scholarship program founded by Lally at Kauai Community College that provides free tuition and fees up to $5,000 per year to low-income or disadvantaged Kauai residents.

Recognizes that The Waialeale Project has supported over 230 students and currently provides scholarships to nearly 10 percent of Kauai Community College students.

Expresses support for Lally's planned expansion of The Waialeale Project to all University of Hawaii community college campuses statewide.

Directs transmission of certified copies of the resolution to the President of the University of Hawaii and the Chancellors of the University of Hawaii community colleges.
