Requests the Contractors License Board to prepare a report evaluating automatic specialty licenses ("C" licenses) granted to "A" general engineering contractors and "B" general building contractors.

Requires identification of each specialty license automatically granted to "A" and "B" contractors, including specific evaluation of the C-5 Cabinet, Millwork, and Carpentry classification.

Directs the Board to explain justification for automatic specialty license grants and propose suggested amendments or modifications to the practice.

Requires the Board to submit the report, including any recommendations for amendments to Hawaii Revised Statutes Chapter 444 and Hawaii Administrative Rules Chapter 77, to the Legislature no later than twenty days before the 2014 regular session convening.

Addresses concerns that licensed "B" contractors automatically receive specialty licenses without examination or additional fees, while subcontractors must demonstrate four years of supervisory experience to qualify for the same licenses.
