Department of Taxation and Department of Commerce and Consumer Affairs are requested to convene a working group to develop effective procedures ensuring out-of-state design professionals pay appropriate state taxes

Working group must include representatives from the Department of Taxation (as chair), Department of Commerce and Consumer Affairs Professional and Vocational Licensing Division, and six professional design organizations (American Council of Engineering Companies of Hawaii, Hawaii Society of Professional Engineers, American Institute of Architects, Structural Engineers Association of Hawaii, and American Society of Landscape Architects Hawaii Chapter)

Design professionals covered include professional architects, engineers, land surveyors, and licensed landscape architects licensed under Hawaii Revised Statutes chapter 464

Working group must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes

Certified copies of the resolution must be transmitted to the Director of Taxation, Director of Commerce and Consumer Affairs, and presidents of the participating professional organizations
