Hawaii State Civil Defense is encouraged to conduct a study on what actions the State should take when people refuse to evacuate their homes or businesses refuse to close in evacuation zones during natural disasters.

Study prompted by incidents during natural disaster warnings, such as the 2012 tsunami scare, when some residents and businesses refused to evacuate, creating traffic hazards and public safety threats.

Hawaii State Civil Defense must provide a progress report to the Legislature no later than twenty days before the 2014 Regular Session convenes.

Hawaii State Civil Defense must submit a final report with findings and recommendations to the Legislature no later than twenty days before the 2015 Regular Session convenes.

A certified copy of the resolution shall be transmitted to the Director of Civil Defense.
