House Resolution requesting the Department of Education to conduct a systemwide review of oversight, monitoring, and accountability of the School Food Services Branch's operational and fiscal practices.

Internal audit conducted in 2012 found significant deficiencies in controls over food services, including unclear ownership of processes, insufficient oversight of purchases, weak monetary collection controls, and inadequate policies and procedures.

School Food Services Branch serves 256 schools and feeds approximately 100,000 students and staff daily.

Department of Education is requested to implement systematic changes to policies and procedures at all levels and provide annual compliance reports to the Superintendent of Education.

Department of Education must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2014.
