Request the Public Utilities Commission to have the Public Benefits Fee Administrator consider investing in marketing and offering rebates to encourage proper maintenance of solar water heating systems.

Direct the Public Utilities Commission to submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2014.

Acknowledge Hawaii's commitment to clean energy sustainability and the goal of achieving 70 percent clean energy consumption by 2030 through the Hawaii Clean Energy Initiative.

Recognize solar water heating systems as a method to reduce dependence on fossil fuels and retain billions of dollars spent annually on imported oil within the State.
