Encourages University of Hawaii administration to establish and implement a tobacco-free policy prohibiting smoking and all tobacco products for all persons on all university campuses and facilities.

Requests the university post signage and conduct public information campaigns to notify students, faculty, staff, contractors, and visitors of the tobacco-free policy and ensure smooth implementation.

Encourages the University of Hawaii to implement existing provisions under executive policy E10.102(D) to discourage tobacco initiation and assist users attempting to quit.

Notes that 766 colleges and universities nationwide have adopted tobacco-free policies, but no Hawaii institution of higher education has done so, and that the university's current tobacco policy has not been updated in over ten years.

Requires certified copies of the resolution be sent to the President of the University of Hawaii and the Chairperson of the Board of Regents.
