Request the Insurance Commissioner to convene a working group to explore the use of electronic notices and documents for insurance purposes, as Hawaii's Uniform Electronic Transactions Act currently excludes insurance documents.

Working group membership shall include the Insurance Commissioner, representatives from State Farm Insurance, the Property Casualty Insurers Association of America, the Hawaii Insurers Council, and the Commission to Promote Uniform Legislation.

Direct the working group to develop alternatives that provide consumers with electronic notification and document options while maintaining consumer protections.

Working group members shall not be considered state employees under chapter 84, Hawaii Revised Statutes, based solely on their participation.

Require the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the start of the 2014 Regular Session.
