Requests the State Auditor to conduct a study on the potential effects of allowing University of Hawaii graduate students to unionize.

Study must examine graduate student working conditions, compensation relative to cost of living, comparison to unionized graduate students at other institutions, workload differences by department, and potential employer costs.

Study should include analysis of effects from mandated compensation increases for graduate assistants and possible mandatory five-year funding for doctoral students.

Auditor is directed to establish an Advisory Council including graduate student representation to assist in developing and executing the study.

Requires transmission of resolution to the Auditor, UH Board of Regents, UH President, campus chancellors, and UH at Manoa Graduate Student Organization.
