Request the Office of Veterans Services, with assistance from the Department of Accounting and General Services and Department of Defense, to develop a plan for a memorial honoring veterans of the Persian Gulf War, Operation Desert Storm, Operation Iraqi Freedom, Operation Enduring Freedom, and Operation New Dawn.

Require the memorial to be located on the State Capitol grounds near the existing Korean and Vietnam War Memorial.

Direct the Office of Veterans Services to hold a public hearing to receive comments and input from interested organizations and residents about the proposed memorial.

Require the Office of Veterans Services to submit a report with findings and recommendations to the legislature by January 1, 2014.

Transmit certified copies of the resolution to the Director of the Office of Veterans Services, Director of Accounting and General Services, and the Adjutant General.
