Urges Congress to include resident citizens of the Freely Associated States (Palau, Republic of the Marshall Islands, and Federated States of Micronesia) as "qualified aliens" under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996.

Cites historic sacrifices of Freely Associated States citizens, including use of their islands for 67 nuclear tests from 1946-1958, radiation experiments on Marshallese people without consent, and ongoing U.S. military jurisdiction over their territory.

Notes that citizens of the Freely Associated States serve in the U.S. military at some of the highest per-capita recruitment levels compared to any state or jurisdiction.

States that the 1996 federal law removed eligibility for Medicaid, Social Security, food stamps, housing, and other federal benefits previously available to these residents, resulting in discrimination and adverse health consequences.

Directs transmission of the resolution to the President, Congress, Hawaii's congressional delegation, and relevant House and Senate committee chairs.
