Requests the Department of Land and Natural Resources to conduct a study of commercial vessel permits in state small boat harbors for ocean activities between Kalaeloa Point and Kaena Point.

Study must examine permits that existed in 2005 when a moratorium was placed on new permits, including uses and revenue generated by those permits.

Study must also analyze current commercial vessel permits, their uses, and revenue generated since the 2005 moratorium.

Department must submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2014 Regular Session convenes.

Addresses concerns that commercial ocean recreation activities have increased despite the 2005 moratorium, impacting traditional fishing and non-commercial recreational activities along the Waianae Coast.
