Requests the Governor establish the underserved communities library commission within the Department of Education to examine communities lacking local library services or receiving reduced services.

Commission membership to include representatives from the Hawaii State Public Library System, Department of Education, Department of Human Services, Office of Information Management and Technology, all four county governments, Friends of the Library of Hawaii, Hawaii Association of Independent Schools, Hawaii Public Charter Schools Network, and Hawaii Community Foundation.

Commission members shall serve without compensation and must examine what facilities, staffing, materials, and technologies underserved communities need and identify resources to establish new libraries or enhance existing services.

Commission must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes and participate in a joint informational briefing upon request.

Commission ceases to exist on June 30, 2014.
