Requests the Hawaii Board of Education to review Board of Education policy no. 6701 and section 302A-1602, Hawaii Revised Statutes, regarding acreage guidelines for schools.

Directs the review to consider how existing acreage requirements may limit the State's ability to renovate and build new schools that meet twenty-first century standards and accommodate diverse learning styles and advanced technology.

Notes that Hawaii schools average 65 years old with over 40 schools exceeding 100 years in age, creating maintenance backlogs and limiting student achievement.

Requires the Board of Education to report recommendations to the Legislature no later than 20 days before the 2014 Regular Session convening, including proposed legislation on whether acreage guidelines should be modified.

Directs certified copies be transmitted to the Governor and Chairperson of the Board of Education.
