Eliminates the requirement that state agencies performing energy efficiency retrofitting must receive an increase to their pre-retrofitting energy budget proportionate to any overall budget increases during the performance contract or project payment term.

Allows agencies to retain budget savings achieved through energy efficiency improvements rather than having those savings offset by mandatory budget adjustments.

Received support from the Department of Business, Economic Development, and Tourism, Department of Budget and Finance, and Department of Accounting and General Services.

Committee on Energy & Environmental Protection recommends passage and referral to the Committee on Finance.
