Repeals the existing protest process in Chapter 103F, Hawaii Revised Statutes, governing health and human services contract procurement to comply with Hawaii Supreme Court decisions in Alakai Na Keiki v. Matayoshi and AlohaCare v. Dep't of Human Services.

Establishes a new contract award procedure where a purchasing agency prepares a non-binding written staff recommendation that is made available to the public.

Allows any person to submit public comments within 30 days after the staff recommendation is released; the agency head is not required to respond to comments.

Requires the agency head to award the contract no earlier than five days after the 30-day public comment period closes, with this award constituting the final decision of the agency.

Makes contract awards final and conclusive with no provision for protests or judicial review, thereby removing adjudicatory authority from the executive branch.
