Amends Section 844D-111 of the Hawaii Revised Statutes to create a class C felony for intentionally or knowingly refusing or failing to provide required blood specimens, buccal swab samples, or print impressions for forensic identification.

Maintains existing misdemeanor penalty for negligent or reckless failure to comply with forensic identification requirements.

Requires written notice from the department, department of public safety, law enforcement, or court officer before a person can be charged with the offense.

Does not affect rights, duties, penalties, or proceedings that began before the effective date of the Act.

Effective July 1, 2050.
