Applies these enforcement powers when a party has failed to substantially commence land use as promised or has not substantially complied with imposed conditions.

Provides the Commission with additional enforcement tools beyond simple reversion, acknowledging that reverting land to original classifications years after violations occur may be inefficient or unfair to parties who have invested considerable capital.
