HI SB1027

Creates a new state consistency review and certification process for development by state agencies on state land within special management areas, exempting such developments from requiring permits or shoreline setback variances under chapter 205A.

Requires state agencies to conduct a consistency review, file a notice with a 30-day public comment period, consult with the lead agency (office of planning), and publish a notice of state consistency certification before proceeding with development.

Allows the state consistency review process to occur concurrently with environmental reviews under chapter 343.

Exempts developments subject to federal consistency review under 15 CFR part 930 from the state consistency process; upon issuance of federal consistency concurrence, development is allowed without state permits or variances.

Effective date of July 1, 2050.
