Authorizes the Public Utilities Commission to waive or exempt electric cooperatives from requirements under Hawaii Revised Statutes chapter 269 and other applicable laws upon determination that such requirements are unjust, unreasonable, or not in the public interest.

Requires the Public Utilities Commission and consumer advocate to consider the ownership structure and interests of electric cooperatives when determining the scope and need for regulatory oversight.

Defines "electric cooperatives" as member-owned, not-for-profit cooperative associations formed under chapter 421C, authorized by legislative franchise, and governed by a democratically elected board of member-directors.

Preserves the right of customers, ratepayers, and qualifying facilities to file complaints with the Public Utilities Commission if an electric cooperative is not adequately serving their interests.

Does not exempt electric cooperatives from statewide clean energy policy mandates, including renewable portfolio standards and energy efficiency portfolio standards.
